Perambalur District is covered under the sector reforms project of the Government of India. This is an innovative project and envisages provision of drinking water supply with public partnership.

Project Background

The provision of drinking water supply is an imperative need of the society. Thus a national water supply and sanitation programme was introduced in the social welfare sector in 1954. The Government of India provided assistance to the states to accelerate the pace of coverage of problem villages through the programme known as Accelerated Rural Water Supply Programme (ARWSP). The entire programme was given a mission approach when the technology mission on Drinking Water and Related Water Management also called National Drinking Water Mission (NDWM) was introduced in 1986. This NDWM was renamed as Rajiv Gandhi Drinking Water Mission in 1991.

The strategies of rural water supply hitherto adopted revolve around the basic premise that provision of safe drinking water is the responsibility of the Government. The water is generally perceived by the public as a "social right". The Government has provided water supply schemes without community participation, which has created an expectation in the communities, that water is a free commodity and the functionality of the installations is a Government responsibility. Experience has revealed that this present approach has led to the failure of large number of water supply systems due to poor operation & maintenance and lack of participation and awareness among the users. In order to achieve sustainability, there is a general recognition that a transformation from supply driven approach to participatory demand based approach is required where the users get the services they wanted.

A nation wide survey conducted during 96-97 has revealed that even poorest of the poor are willing to participate in the implementation of the programmes, and to contribute towards operation & maintenance and part of the capital cost provided, reliable service is given and maintained. The principle of graded contribution would also inculcate a sense of ownership which in-turn will improve the overall functional efficiency of the system.

Inline with the above perceptive, the RGNDWM has designed to adopt the community based demand driven approach instead of the government forced supply driven approach.

As these projects, are proposed to be community participation oriented, a part (minimum of 10% of the proposal) of the capital cost should be borne by the community themselves. The balance amount is fully provided by the Government of India.

Perambalur District has been taken up in Phase II in Tamil Nadu for the implementation of the schemes through the participatory process. The project envisages provision of sustainable water supply and sanitation facilities to the inhabitants of the project area with the following components.

1.      Installation of water supply schemes utilising, dependable sources thus assuring sustainable water supply.

Water supply schemes will be either individual piped water supply scheme or combined water supply scheme or extension of existing water supply schemes involving one or more habitations.

2.      Provision of toilet facilities in rural schools.

3.      Provision of drainage arrangements in the project habitations.

The above programme will be implemented through the following institutional arrangements as laid down by the Government of India as given below.

The State level water land sanitation mission (SWSM)

Which is responsible for policy guidelines and implementation of the Project.

The district water and sanitation committee (DWSC)

Which is responsible for formulation and management of project implementation in the district and ensuring that the project development objections are achieved in the district.

Village water and sanitation committees (VWSC)

Which is responsible for ensuring community participation, arranging community contributions and involvement in operation and maintenance.

Sustainable Water Supply in Rural Habitations and Schools.

There are 10 blocks in Perambalur District covering 322 panchayats as stated above. There are 2476 hand pumps, 992 individual power pump schemes and 6 combined water supply schemes are under operation. With the provision of the above most of the rural population has been covered with reasonable service level. Now the rural folk are demanding house service connection to the individual household, which until how is restricted to the urban belt. In view of the popular public demand, the government of Tamil Nadu vide G.O.Ms.No. 260/R.D.(W.S) Dept. dated 9.12.98 (enclosed have decided to increase the service level from 40 LPCD to 55 LPCD to facilitate HSC (House Service Connection) in the rural area. In view of this, the stepping up of the level of service from 40 LPCD to 55 LPCD has been proposed to be taken up under this project. This will enable to easily motivate the participation of rural mass in the current programme.

With community based implementation programme the level of service can be increased according to the demand in the rural area especially in the project habitations.

Water Supply for Rural Habitations:

Various habitations in all unions have been considered and the following infrastructures are proposed under the user participatory programme toward water supply.

In order to make the project habitations self-sufficient, the following infrastructure facilities are required.

The estimated cost works out to Rs.5090 lakhs for executing the above components. The Annual Maintenance cost of all the above schemes works out to be Rs.374.81 lakhs.

Water Supply to Village Schools:

In this district there are 629 elementary schools, 78 middle schools, 76 high schools and 27 higher secondary schools. For these institutions provision of 1000 lit. capacity elevated tank has been taken up by Government of Tamilnadu under various programmes during 1999-2000.
